  • Disciplinary sanctions and monetary penalties against a bank established in Togo

During its session held on March 17 and 18, 2026, the WAMU Banking Commission, after hearing the executives concerned, issued a formal reprimand to a bank established in Togo. This disciplinary sanction was prompted by breaches and violations of the legal and regulatory provisions applicable to credit institutions. Specifically, deficiencies were noted, particularly regarding governance and risk management. Furthermore, widespread non-compliance with prudential standards in force was observed, along with flaws in the framework to combat money laundering, terrorist financing, and the proliferation of weapons of mass destruction.

In addition to the aforementioned disciplinary sanction, the bank was handed a monetary penalty of three hundred million (300,000,000) F CFA , in view of the aforementioned violations, which fall into the second and third categories under the provisions of Instruction No. 006-05-2018 of May 16, 2018, setting out the implementation procedures for monetary penalties imposed by the WAMU Banking Commission on WAMU credit institutions.

  • Disciplinary sanction against ZEYNA, an institution established in Niger

During its session held on March 17 and 18, 2026, the WAMU Banking Commission, after hearing the executives concerned, revoked ZEYNA's license. This disciplinary sanction is based on widespread violations of banking regulations and frameworks governing the fight against money laundering, terrorist financing, and the proliferation of weapons of mass destruction, as well as the unlawful conduct of business in other countries of the Union without prior authorization. It is also justified by non-compliance with reporting requirements, specifically financial and prudential reporting, management deficiencies, and the lack of any viable prospects for the institution's recovery.

Following the revocation of its license, ZEYNA has been placed into liquidation.

  • Disciplinary sanction against Société Burkinabè de Crédit Automobile, an institution established in Burkina Faso

During its session held on March 17 and 18, 2026, the WAMU Banking Commission concluded the disciplinary proceedings initiated against the Société Burkinabè de Crédit Automobile (abbreviated as SOBCA) by pronouncing the revocation of its license. This disciplinary sanction is driven by a near-total failure to comply with prudential regulations, non-compliance with the directives of the Community Supervisory Authority since 2022, and the lack of any viable prospects for the institution's recovery.

Following the revocation of its license, SOBCA has been placed into liquidation.
